    I can extract individual frames with AVS Video Converter, but they are only 176X144. I need at least 680 x 480.

    I have tried FreeVideo toJPGConverter, but that sends me an error message (Access Violation at address 0040505D in module "FreeVideotoJPGConverter.exe". Read of address 00000000.)

    Are there other programs?

    almost any video player software can take screenshots. the size will usually depend on the video's resolution. check the video with mediainfo to see it's size. you may have to resize in a picture program to make it big enough.
