Why would anybody want to buy sample packs in bulk?

Most of the shops do that. They're called sample packs.

Rima for example, has DVD-R 4x, DVD-R 1x, DVD-RW, and DVD-R injet printable sample packs.

They aren't ment to be bulk. It allows you to try out certain media in small qty's before commiting to large bulk order.

Meritline has "special" sample packs. Including one tailored for dual burners. It has samples of both +R media, and -R media.

Most retailers will send a sample of a product for next to nothing, and sometimes for free.
