There is no 'best' although Spline36 seems to be popular these days. Here, take your pick:

The best resizer depends on the particular video. If your source is already sharp a sharpening resizer (bicubic, lanczos, spline36...) will create oversharpening halos and will accentuate any DCT blocking and noise/grain. For downscaling BilinearResize in AviSynth (precise bilinear in VirtualDub) produces the most natural results but most people prefer a sharper picture.
