640*480 is native 4:3. 1280*720 is native 16:9. So going from the first to the second will stretch/distort the video.


If you want to upscale 4:3 then you would chose 960*720


Generally, any additional render will lower actual quality. You would have to increase the bitrate to compensate for the larger image but real quality is still lost.
