When preparing a DVD for burning with MyDVD, a 600meg Mpeg-1 (VCD) file bloats up to a gig before it is burned. Is this normal? Is there a better program to use?

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

I too found that MyDVD and DVDit (both made by the same company) had too many snags (I think oversizing as you mentioned was one of them!), especially combining mpeg1 and mpeg2 clips on the same cDVD/mini-DVD. I am using SpruceUp these days and have no problems - so far! I would try it out.
