I want to create an interactive audio cd so that when you load it up, you get a screen with say 15 menu items and when you press the button of one, it goes there and plays the song. from that point if you do nothing after the song is over, it automatically goes to the next song, or ig you press previous it goes back one menu level, or if you press next, jumps to next song.
Whats the best program to have this level of control? WOCD? or Nero? is there any program that creates more reliable menus in the final product?

if you're using compliant files, definitely go with Philips VCD Toolkit. it's now been released to public for free, http://www.icdi.com
it's very strict with compliance, but it's got all possible features included.
