Very possible it was done with scripting in After Effects. Pretty steep learning curve depending on where you're starting.

You can also email the producer and ask.

You can generate timers in Vegas (search for my johnmeyer user name and "vegas sports counters"). I used to always have a clock on screen for certain sporting events.

Once you have the counter running for each item, you simply put each item on its own track and then use the track motion to move them around. The background is a track that remains static.

I haven't updated Vegas since v.13, so they may finally have some more sophisticated timer plugins that let you get nicely-formatted timer text.

It's possible in AE, or HTML5, but even with scripting and templates it will be a lot of work. Even more work in vegas
