  1. In ffmpeg, how does one force Utvideo to a constant video bit rate of, say, 50 Mbps?

    you don't. it's a lossless yuv codec. no choices there.

    Yes; for all lossless codecs . They allocate whatever is required to satisfy the "lossless" condition

    You have some minor control over some of them in terms of compression ; for example, a longer GOP size will typically improve compression efficiency. Ballpark estimate for long GOP lossless vs. I-frame lossless would be ~25-50% bitrate reduction. But you will never be able to achieve a CBR profile (unless you add something like padding or stuffing)
