Well,typically you would click CTRL+U and typing "vimeo" it would find this vimeo URL:

"contentUrl": "https://player.vimeo.com/video/254084836",

But opening the url indicates that it can't be played directly and then youtube-dl won't help.

There's a Chrome plugin called Simple Vimeo Downloader,which works with this site.
So basically,whenever you get through all the stupid ads,the vimeo video will start and whenever you hover somewhere in the video area,there should be this V icon with available resolutions,like screen here:

Now for this video the highest is 540p and as you also see on the bottom of the screen,when hovering 540p it will display direct their akamai server .mp4 url. So when you click on the resolution,it will direct you to this mp4:

And the video plays in the browser (it's possible that it also automatically asks to save the video instead of playing it in the browser)

Youtube-dl and streamlink usually gets all the vimeo videos,but since they work with vimeo direct url and not vimeo embedded sites, i just searched for "vimeo download plugin browser" and that was the first thing that popped up. And i tried it, and it worked. It's possible that there are other vimeo plugins in both chrome and firefox addon stores that work too,but as i said,it was first one that popped and worked.If it hadn't ,i'd kept looking around
