Scrolling captions

Is there a way to convert scrolling captions into proper subtitles? I assume not, because when i ripped subs out of a dvd there's too much of it that is way off in timing. I think it's because the scrolling format has different timing, usually long display times. And yes, like in the beginning most of the dialogue is properly synched. But as time goes on it's increasingly out of sync. I did try visual sync but it doesn't help.
