    Hi,
you can get their settings using Mediainfo text report. It is very easy to compress such content for anime in x(h)265. It is very effective. Not surprised with size and "quality"

Edit: if you want have some GUI with full control of x265 you can use ffmpeg, or GUI for example Avidemux.

for sure mkvmerge v5.5.0 but I suppose they use x265cli encoder almost for sure. You can copy their settings in any gui that have full option configuration for x265, like Avidemux, Hybrid and Megui (possibly) has.

  5. as a side note: often the magic isn't in some encoder setting, but in the filtering done before the encoding,... (no there is no way to know those filters and the settings they were used with by looking at an encode)

But of course good denoise filter using can help a lot. It depends on your source. Also in this sort of animation as much as possible reference frames helps lot for sure. They used subme 3 it is in HEVC enough, but with higher value you will also do not get worse results, but time of encoding will be longer. Much longer.
Also they used AQ-mode 2, with strength 1,80 which is probably very useful with anime.
Also note they used x265 Constant rate factor (CRF) 31, which isn't much quality oriented, but for anime good enough if you are satisfied with result.
