In AviSynth you can give a try with Compare(), SSIM and VqmCalc.

  5. Thank you.
FFmpeg with the GUI i have tried already. But there is not the psnr hvs-m. Only psnr.

psnr hvs-m is different method. I could read, this method is based on human-eye perception.

AviSynth does not provide the psnr hvs-m too.

  6. If I have the same video content encoded in two or more files, I would like to use a utility that provides a report comparing the different aspects of quality (e.g., video resolution, video bitrate, audio sampling rate, audio bitrate, etc.), and then an overall score that takes all of these factors into account.

There are some open source implementations for psnr hvs-m https://pypi.org/project/psnr-hvsm/ or https://github.com/t2ac32/PSNR-HVS-M-for-python so you can try to use those.
