About FFmpeg there's a nice GUI for your purpose:

In AviSynth you can give a try with Compare(), SSIM and VqmCalc.

If I have the same video content encoded in two or more files, I would like to use a utility that provides a report comparing the different aspects of quality (e.g., video resolution, video bitrate, audio sampling rate, audio bitrate, etc.), and then an overall score that takes all of these factors into account.

There are some open source implementations for psnr hvs-m https://pypi.org/project/psnr-hvsm/ or https://github.com/t2ac32/PSNR-HVS-M-for-python so you can try to use those.
