Should ITU-R BT .601-4 in FitCD be turned on when resizing?

I'm using FitCD to resize some 640X480 Divx movies and add borders around it (2 blocks of TV-overscan) for DVD authoring. I'm in the USA(NTSC). Should the ITU-R BT .601-4 be turned on? I usually turn it on because it gives equal-sized borders all around the video even though the aspect ratio error is higher than if it were turned off.

There is simply no way to know without measuring the actual picture resolution (everything but letterboxing) to determine its exact aspect ratio. If you read the documentation for Fitcd it explains that not all studios know or care about the ITU standard and thus some adhere to it while others just use generic rounded off aspect ratios. If your avi file originated from a DVD than its a toss up whether they followed the standard or not, and if your avi originated from another source than DVD well than that's even worse. If you want to count the exact number of scan lines of your visible picture and calculate the aspect ratio, and compare that to the lists of ITU standard aspect ratios listed in the FitCD documentation, than that's the only way you are going to know whether to check this off or not.
