Need Help!!! How to extract closed caption of video from google drive

Hi! I need help to extract closed capton of video from google drive from this URL: https://drive.google.com/file/d/0BxX0Rrs7OMffZC1WR0o0enh6ZkE
I tried to extract with Google2SRT but it didn't work. Any suggestion would be appriciate.

I will start by saying that I've not used Google drive. But I thought that it is only a data storage service. If so, then you aren't extracting closed caption "from google drive", you are simply trying to extract them from a file stored on Google drive.

Step 1: download the file to your PC

Then the tool needed to proceed may vary based on the file type or may not be possible at all. Most files (at least ALL of the files I've ever used) do not contain "closed captions". Some may have subtitles. But again, based on the file type, you may or may not be able to extract them.

I've only even seen closed captions on DVD's.

I have seen closed captions in video files that were implemented just like NTSC DVD and N. American broadcast TV closed captions, although I don't think the chances of that being true in this case are good. I could use CCExtractorGUI to extract them.

I would like to know ALL types of video files (AND streaming videos) that contain subtitles (or closed captions) and in each case what kind of software is needed to extract the subtitle (closed captions). For starters, here is a PBS TV video file recorded with $30 Walmart digital recorder.
These video files almost always have closed captions and can be extracted to srt with CCextractor. Often you have to make a simple adjustment to the subtitle timing, but the adjustment will hold the timing correctly through the whole show. Note: my version of vlc (2.2.4) will not play the ts video with the srt file. Media Player Classic Home Cinema works fine. The attached srt file is adjusted for better timing. I used Time Adjuster for this.

You have to know that Google Drive also allows you to watch online any videos that are stored in it, besides uploading and downloading them, with the possibility of adding closed captions to any videos that you upload to the page (it even allows you to turn on and off closed captions, select video resolution and watch the video with exactly the same interface as YouTube). But, unlike what happens with videos, Google Drive doesn't offer directly an option to download closed captions that appear with a video.
