Not sure if there's such a thing.
My current setup is a 2560x1440 27" monitor, with a 660Ti card.
Is there any software that can be used to upscale lower res videos (i.e. all resolutions lower than 1440p), whether it is found on the web (youtube, vimeo) or played locally (madVR can be used only for local files I presume).

Not exactly, since the number of pixels have been increased by a factor of four. It's now 1440p.
To illustrate, a 720p looks worse on a 1440p monitor than when on a 720p monitor. -

You can't. Video on web is played by eather Flash player that can not use any external render or by web browser that can not use any external render, too.
You can only download video and use madVR to upcale it to full screen.
