I recently bought a used Samsung TS-E552U external harddrive off of Ebay. I was wondering how do I find if it's burning at it's fastest speed for writing/ripping?

ImgBurn can tell you the capabilities of a drive in 'Tools>Drive>Capabilities'. But a external drive may not be able to read/write at the full speed of the drive. And the drive itself needs to have the correct burning strategy in it's firmware for the particular brand and speed of media you are burning.

Nero has a tool called 'Nero CD-DVD Speed' but it isn't cheap! (actually it's free even if you don't own any Nero products)
