dolby digital 5.1 track

hey there,
is it possible to include a dolby digital 5.1 track on a SVCD or in a other video format, but on a NORMAL CD (so NOT a DVD). and is there actually software to create your own dolby digital 5.1 track (or any other type of surround track)

I have a proggie called: Soft Encode, from Sonic Foundry... Ya, normally you should be able to include an MP3 file with a surround sound (not sure bout it though)
