How to add scrolling text in karaoke

I would like to know how to add subtitle (scrolling text with color) to an mpeg-1 in order to create a karaoke vcd.
Could you please explain it to me.

You need:

Substation alpha (http://www.eswat.demon.co.uk/substation.html)
VirtualDub 1.47
Subtitler Plugin 2.0
TMPGEnc (http://www.tmpgenc.com/e_download.html)

Everything is FREEWARE!!!

Make the karaoke subtitle with SSA, the open the mpeg with VDub, and apply the Sub plugin to the movie.
Frameserve to TMPGEnc and encode as you want (VCD?)
