I finally managed to shrink my 43 min mpeg into a 392 mb file by setting the audio bitrate to 96. According to the guides on vcdhelp I should be able to fit up to 800mb on an 80min disc if I am burning VCD mode (mode 2). I tried burning two of these 392mb mpeg1 files and nero tells me there is not enough space. I tried vcdeasy also, both told me there was not enough space. Can someone please tell me what I am doing wrong?

Did you encode as VCD or Mpeg 1,raw mpg 1 files cannot be burned in mode 2,at least not in my expierence.
