    Hi,
II have use few software to make vcd such as Ulead video Studio, Pinnacle video studio and TMPGenc to make VCD. I found the bitrate for vcd is 1150 and can't adjusted. With this bitrate the video quality is not very good. Is it any software that can adjusted the bitrate for VCD or can be set to VBR mode. Pls advice.

As you say, the video bitrate for VCD is 1150. Period. However, some (many) DVD players accept "VCD"s (=XVCD) with a higher/lower bitrate, and even variable bitrates.
You can use TMPGEnc for creating XVCDs (I do it all the time to fill the # of CD's I've settled for to the max) if you either close the wizard in TMPGEnc and enter all settings manually, or use the "unlock" template (still requires some if not as many manual settings).

  3. If you change the bitrate would the VCD stil work in a VCD player, or would ur VCD player have to support other formats? I belive Panasonic MPEG1 encoder can change the bitrate as well tho.

  4. Your player would need to support xvcd, check the compatability list.

Yes, Panasonic can do that too, but at least the version I tried (and promptly uninstalled) took more than twice as long to encode a movie, compared to TMPGEnc.

  6. Yes, but the Panasonic encoder is better quality than TMPG and also produces more compliant files. Unfortunately it doesn't resize, so you have to feed it with a TMPG template to get the correct frame sizes.
