How do I convert a SVCD (Mpeg file) to Bin/Cue format.

Having trouble fitting 795MB SVCD to Disk.

Also how do I convert SVCD to VCD.

1) Check the AUthor section
2) If you have the SVCD MPEG2 then convert it to VCD MPEG1 then AUthor as VCD.

VCDimager will make a S/VCD BIN/CUE file from a MPEG1/2 file. Check the tools section.
