I used Nero 5.5 to write an mpeg to VCD. The disk will not
play with PowerDVD.
The same mpeg written with EasyCD works.
The two CD's have different structures as follows..
Nero
CDI (CDI_IMAG, CDI_TXT, CDI_VCD.AP, CDI_VCD.CFG)
EXT (LOT_X.VCD, PSD_X.VCD, SCANDATA)
MPEGAV (AVSEQ01)
SEGEMENT (ITEM0001)
VCD (ENTRIES.VCD, INFO.VCD, LOT.VCD, PSD.VCD)
EasyCD
CDI (Empty)
MPEGAV (MUSIC01)
SEGEMENT (Empty)
VCD (ENTRIES.VCD, INFO.VCD, LOT.VCD, PSD.VCD)
CDDA (Empty)
KARAOKE (Empty)
Why are the two disk structures different if they are both VCD's and why doesnt the Nero-burnt one work in PowerDCD?

Both of these types of VCD structures are valid.
I believe when VCD v1.0 was used it was strictly more for Karaoke and less for movies. Later, the v1.1 and v2.0 put much more emphasis on movies.
EZCD is based on real old code-from Corel I think. It uses the original layout that expects CD-Audio to be a part of the experience (remember KaraokeCD). It names the video/MPEG file "MUSIC01.DAT" and continues the numerical order for more titles. BTW-Your computer is hiding extension for items that it already has associations for, hence the missing ".DAT". This disc has 1 video sequence item and no segment items. That's why there's nothing in the SEGMENT folder. CDDA and KARAOKE are folders for Audio & Karaoke subtitle info respectively, but since you don't have any material of that kind, they are empty. VCD folder is what I would expect and is identical for both Nero and EZCD. CDI folder is optional-used for CD-I compatibility. EZCD has chosen to not include it. Nero has a checkbox for it. The EXT folder includes items for the "extended" portion of the PBC info (see left for what that means). EZCD doesn't have/need that extra info by default.
Nero uses the relatively newer nomenclature of "AVSEQ##.DAT" for its movie titles. Don't know what the "ITEM####.DAT" in SEGMENT folder could be, unless it was a startup menu or something.
The structure is probably not the culprit. Could be that pesky menu-item or the PBC logic was funky.
Try both discs in other software and hardware players. Make sure you're using same burner and same disc media so that doesn't enter into the equation.
I know that didn't completely answer the Q, but hope that shed some light on the situation. Don't worry, you'll find something here.
