  1. From everything I've read, it seems that Win on CD is the best software for creating menus & chapters for a VCD/SVCD. Is this true ? I know there are free programs, etc., but I need something "out-of-the-box" that works really well. I've had bad experiences with the Adaptec stuff, and I'm looking for something else. Is Win on CD the right way to go ?

WinonCD is really good for menu creation, but it is impossible to make chapters with it.

  3. I'm going to display my ignorance here, but what is the difference in the two ? Menus seem to allow navigation to different parts of the mpegs on the disk, and have background pictures and text. Chapters are just pointers to locations in the mpegs also, right ? Sorry for my lack of knowledge on this - it's my first delving into creating these things. I would appreciate your feedback.

By chapters I mean, I use one mpeg file and set several entrypoints, so I can select these "chapters" by using the remote control. On the other hand, when I play back the video, there is not a pause between these "chapters", it plays smoothly from start to end.
This can be managed with VCDImager for best results.
WINONCD creates only menus with several small mpeg files. This is OK for home made video, but no solution for DVD rips, because between the files you will stay with a noticable pause, whatever you do.
