Hello,
If my fps is smaller then 23.976, 20.000 in my case, will the sound and video be out of synch when I convert AVI to mpeg with tmpeg?

Not necessarily, Tmpgenc will do framerate conversion if you tell it to. The result however will be crappy jerky video.

Shouldn't be, make sure you select the 'do not do frame rate conversion' under advanced settings to do this. Can't claim I have ever converted a movie with non standard frame rates, don't find it worth the bother myself but if you want to give it a go. You will be lucky to find a DVD player that will play it properly tho as those frame rates are tied into the way video signals are sent from your DVD player to your TV.
Should play fine on a PC though but if that is your target viewing device, why convert at all!
