I have captured a movie with PowerVCR (II 3.0 update). Its now in SVCD. Then I want to cut the movie with TmpgEnc. So far so good. Now I want to watch the cutted movie with PowerDVD and now there comes the BAD PART: the audio is not syncron with the video. The video/audio is shifted for a few seconds...I used TmpgEnc version 2.6 and 2.7...What is the problem???

I am having the same problem using WinDVR 2.0 recorded file.

Thats what happens when you cut a movie with TMPG. I am not sure exactly why but I know that if you cut it then IT WILL be out of sync.
Not only am I perfect but I'm Canadian too! -
Do you want to cut and re-encode, or just cut the video?
If you only want to cut it, use honestech MPEG editor (www.honestech.com), because it cuts mpeg video without re-encoding it, and only takes about 30secs for a 5min video. I've never had any sync problems with it. -
I would suggest looking at the guide for editing with BBMPEG. You would be demuxing the video stream, and then it would automatically mux and cut the video into CD-sized chunks.
It appears to mux things back just fine.
