Is what VCDImagerGUI says true, that VCD 1.x should only include NTSC MPEGs? or is it just an assumption made by an american?![]()

No, actually VCD 1.1 specs allow only NTSC and film. But I made several VCD 1.1 with PAL resolutions without problems.

If you played a VCD1.1 with PAL resolution on a VCD2.0 player, your player is probably just forgiving your otherwise out-of-spec disc. However, if you put that disc in a VCD1.1-only player, it should choke.
Was VCD1.1 aimed at Japan only? Because it being NTSC-only makes the subsequent explosion in popularity in PAL countries with VCD2.0 a little bizarre. -
I think many of the places in asia most people probably have dual (ntsc/pal) equipment
