  1. Is what VCDImagerGUI says true, that VCD 1.x should only include NTSC MPEGs? or is it just an assumption made by an american?

No, actually VCD 1.1 specs allow only NTSC and film. But I made several VCD 1.1 with PAL resolutions without problems.

If you played a VCD1.1 with PAL resolution on a VCD2.0 player, your player is probably just forgiving your otherwise out-of-spec disc. However, if you put that disc in a VCD1.1-only player, it should choke.

Was VCD1.1 aimed at Japan only? Because it being NTSC-only makes the subsequent explosion in popularity in PAL countries with VCD2.0 a little bizarre.
