    I have found an advertisment from a lokal hardware dealer, but i`m a little bit confused. He sells DVD-r with 4,7 gb (120min mpeg2) and DVD+r 4,7 gb (240 min mpeg 2). How or better is it possible that a disc with same GB could storage more mpg2 minutes?

    It's looks a little like deceptive marketing to me. DVDs can store 240 minutes in a so-called "extended play" mode, which is really just a lower resolution. I just did a quick scan of other vendors' discs and some of them also display 240 min., but some mention the "extended play" with it. Since the lower resolutions are DVD-Video standards, you'll get the same 240 minutes on a DVD-R in the same mode.
