Does VCD ALWAYS has to be non-interlaced? Is it possible to make interlaced VCD because of it's resolution (352x288 for PAL)?
It is very enoying for me to watch non-interlaced VCD in fast motions scenes because only one field is displayed and picture is not natural.
Thanks and sorry for my English. I am from Croatia.

No. MPEG-1 does not support interlacing.

I'm pretty sure that one of the main reasons for MPEG2 being developed was to support interlaced video.
Best idea is to create a CVD (see guid eon this site). Admittedly it's an SVCD, but is vastly superior to VCD, and (unlike VCD) noticeably better than standard VHS.

  4. There is two reason why VCD can't be interlaced:
1- MPEG1 only allows progressive frames
    2- VCD resolution is single-field (x240/x288)

There is a way, going xSVCD to succedd interlace output @ VCD's bitrate/resolution.
Try sefy's SxVCD template. I use a modified version myself (I call it LP SVCD). With an average or 1200 - 1300kb/s, you have for sure VHS quality!

If you follow also the GOP structure rule (PAL 15 NTSC 18 ), then it is possible (with a few tricks) to burn those files later to DVD-Rs without re-encoding.
I believe for VHS to any optical media, this is the best alternative, but needs time and skills for good results. Most users simply create CVD/SVCD and they have the same results, with much less work but also double (at least...) filesize.

I've just tried to create movie with SeVCD template but my Pioneer DV-444 won't read this movie (coded in MPEG-2 and MPEG-1 format, also). I dont' know where is the problem?! I think that my Pioneer should play at least MPEG-1 format coded with SeVCD template or?
    Thanks...

OK, my mistake. I manage to play my SxVCD on Pioneer DV-444 but movie is NOT interlaced although I set "interlace" in TMPGEnc! This is probably because of final resolution (352x288) although I captured on 352x576 and 480x576. Grrrrr....

    Repeating previous stated fact...

It is impossible to have interlaced video encoded correctly with a resolution of XXX x 288

Even if XXX x 288 is MPEG-2 format?

Impossible, as there is no way to have 288 horizontal lines and retain both odd and even field information.
