I know that regular svcd and vcd files can be up to 80 mins long to fit onto a single 80min CD, regardless of the files size.
But what is the go with a .bin file that holds a SVCD or a VCD? I have to convert the .mpg files to .bim with VCDEasy to be able to add chapters as my burner is not supported by VCDEasy. Does this mean that I can no longer fit 80mins (say file size of 750 meg) on a single 700MB-80min CD because the file will not be burnt in SVCD or VCD. Or does it not matter as it still is a VCD or SVCD.
Adding the chapters adds very little size to the original file so if it fitted in the first place and a .bin file can still be 80mins then it will still fit.

No, the CUE/BIN is just the disc image.
It's not going to affect the "size" of the MPEG file you are going to put on a S/VCD.

Sorry just so i got it right, a 750 mb (Say 75min ) Svcd .bin file is okay for a 700MB 80 min CD?
