I want to convert a film that is showing as a video clip but when i put it as the source video in tempgenc is get this error avi cannot open or unsupported??? also in the properties summary its says its 12 fps ?

Ewwwww. Why would you want to convert it?
I think TMPGEnc has a min frame rate requirement. Besides…. If you converted this file it would playback really badly. At 12fps TMPGEnc would have to double every frame in order to make it into a playable mpg. This would result in horrendous ‘jerkeness’ in the video.
