Do a search for creating chapters and menus with TSCV. This program is fantastic for creating high quality menus and chapters!.
Good luck -

There are lots of different settings for TMPGE, all of which affect the
quality and size of your MPEG. The guides on this site do a pretty
good explanation of what to do to ensure good quality, so check them
first.
I am a newbie for the most part, but I have found that making a SVCD
with the higher bitrate (1600 or more) and cutting a movie in half to
put on two CD's instead of one gives wonderful results.
If you are using the wizard for TMPGE the other setting you want to
tweak is on pg3 of the wizard under "other settings". Change the
motion search precision to high quality (one above normal). It cranks
up the time you need to process the file (I set mine up before bedtime)
but the results are wonderful.
Hope this might help in some way.
