open TMPGEnc and click File>Mpeg Tools and click on the Merge & Cut tab

Then click on theAdd button to add your mpeg.

Now click on the file in the list and click Edit.

in the second box at the top type in 69:00.00
and make sure that the first box says 00:00.00

    then click OK

then set the path\filename for the output in the box at the bottom and click on Run

Are you sure this is an Mpeg file?

Sometimes when you download videos from the web you get mpg extensions but the files are not really mpeg videos.

Open the file in Virtualdub and see what it says under File>File information...

If it says Mpeg 1 or 2 then try another editing program for mpeg

If not then you'll have to cut it in Virtualdub and then encode to Mpeg using TMPGEnc...
