i've heard of media cleaner, which is what the mac people use to clean up video, and also to export into dvd readable codecs like mpeg 2. i hear it is a great tool for converting from one codec / format to another, but i suspect its only mac.
will let you know if i hear more...

according to the book, premiere 6 has no limits to individual file size so long as you are using OS 9 or later and Quicktime 4.1. however, in windows while you may be able to capture larger files (like you have), it comfortingly states that AVI files are still limited to 1 or 2 gig, depending on the "capture" device.
premiere 6 also has a media cleaner plug in, apparently, which might allow you more flexibility for importing and exporting.
also, try doing processing it in bites of less than 4 gig, then opening a new project and exporting all the bites together - sometimes the easier rendering of the same file type/codec while importing and exporting allows premiere to go to higher numbers before falling over.
