My samsung has secretly a NTSC-M tuner and can operate on 110 volt, is this normal?

Wouldn't surprise me, it simplifies the manufacturing and shipping. A lot of products are built like that. Features are limited through software.
DV cams with passthrough shipped to UK had that feature removed because it was taxed as VCR. If I recall correctly you could flash bios to enable it. -
thecoalman is right, nowadays (from many years) family of devices share same HW and usually software - there are features activated by manufacturer to differentiate portfolio (frequently those options can be activated in service menu)

agree with pandy, that's the correct answer. anything that will make them save money! also saw it on some sonys
