I really do not think that is possible. I believe all vdub external encoders rely upon ffmpeg (but I may be wrong on that).
AFAIK you have two options to use HCenc as your encoder.
1. Use one of the HC GUIs as shown in the software section.
2. If your mpeg2 video is to be dvd-compliant you can use avstodvd. Choose a simple mpeg2 video as the export type (rather than a dvd-folder) and you can select (not the default) HC as the encoder.
