  1. Is it possible to have a DTS or dolby digital encoded svcd? Or is the only way in getting DTS or Dolby Digital movies is to buy the actual dvd? If so, does that mean that VCD/SVCDs are encoded only in stereo at best?

You cannot have dolby digital or DTS on a vcd or svcd.

Practically, yes all you can have is stereo on a vcd or svcd. If properly encoded, however, you can get Dolby surround on a Dolby Surround reciever and Prologic on a Prologic reciever, which isn't too bad. If sound is of the utmost priority for you than you are better off going with the dvd format.

Svcds do support something called multichannel mpeg audio which supports up to 7.1 channels and is literally just as good as Dolby Digital. Unfortantely the extremely limited hardware support as well as some other setbacks, (must be authored in linux, takes away bitrate from video) makes this format so impractical that hardly anyone uses it.
