i encoded a video but looks like encode made the video bit sharper and losing some dark details. not sure if it's for deblock issue or not. it will be helpful if someone can point me out what causing the issue

Regarding the brightness problem, you may have a full-range vs. limited range YUV problem. A full range YUV source being interpreted as limited range would cause darks would get darker and brights would get brighter. Your sample doesn't have any brights so I can't tell if that is the problem.
Regarding the image getting sharper, reencoding doesn't cause that. Are you doing some other filtering? And why are re-encoding at 1000 kbps file to a new 5259 kbps? Reencoding can only make the quality worse. -
