Problem encoding VCD/SVCD Piture is cut-off

I am very new at this so this may be a dumb question, please bear with me. I am using Nero to turn Mpegs into VCD or SVCD but eveytime I do so the picture is cut off. I loose about 10% for both the right left and top and bottom. Am I doing something worng here is there a setting that I need to change. Any help would be much appreciated. Thanks for any help.

follow these rules as these are the main ones to go by for dvd players-

352x240 fps- 29.97
352x288 fps- 25
480x480 fps- 29.97
480x576 fps- 25
480x480 fps- 23.976 w\ 3:2 pulldown (dvd 23.976 fps film only)


Now, to tell u what these are-
ALL 29.97 fps and 23.976 fps w\ 3:2 pulldown are NTSC and all 25 fps are PAL.
If u r using nero 5.5+, make sure that you choose the appropriate one.
