Hi,
I want to convert a sample video file of any resolution to 13000x1080 resolution using any video convertor. I searched in web but want able to find any converter. Kindly let me know how it can be done.

You can do it as frame sequences (.dpx, .png, etc) with Adobe Media Encoder, but regular x264 or HEVC do not support those sizes.

What is the target display/device/audience? How is it to be applied?

Don't think so: a typo in both the title and the body?
I'm guessing he wants to do a 6-panel "triptych" (of ~2:1 AR size curved ultrawide) to do some surround performance art display in a museum.
Would need a hefty HTPC with multiple, linked Quadro-level display cards & Matrox dual/triple head devices.

Hybrid should be able to support such resolutions.
(Haven't tried, but I know the theoretical max resolution supported is 16384x16384)
That said: 13000x1080 seems like a odd resolution.
I suspect memory consumption will be nasty.users currently on my ignore list: deadrats, Stears555, marcorocchini
