Its not just a region problem. You're trying to play a DVD that was intended for a market using PAL standards for DVD-video. They use different resolutions and different frame rates than what are used in the US, where we follow NTSC standards.

Most US/NTSC players don't like playing PAL DVD's very well, if at all. Your best bet is to decrypt and rip it to the hard drive of your computer and play it from there with a free player like VLC. Try TDMore Free DVD Copy for decryption and ripping.

Or, if you truly need to show it with a settop player, there are already guides on this site that explain how to use DGIndex, DGMPGDecode, etc to create a "Pulldown" version for NTSC. Those work quite well - I can attest firsthand to doing a rework of a Spanish travelogue piece and giving the NTSC copy as a gift (would have given the original, but they couldn't play it). Able to keep the original DVD structure with menu's, sync audio and all.

Why rip if using VLC? Unless I'm missing something he should be able to just install VLC on a PC or Mac and play the DVD fine WITHOUT having to rip at all.

tcowan13 - Combo players can almost never be made region free. Samsung players sold in the USA/Canada can't be made region free. You're out of luck with that player.
