I downloaded an FLV video that VLC says has an 1,000 frame rate.
Is it a known bug?

Yes, sometimes FLV from the net are encoded in this way,
there are not really 1000 frames every second, but dummy frames are added, a dummy frame doesnt carry any real vid info, just say to repeat the former frame.
Mediainfo just does not consider these frames, thus showing only the real frames per second.
Dont know why, maybe to make any re-eding more difficult,
Or, if you have two clips one of 25fps, and one of 30, to join them you can losselessy convert both to 150fps with dummy frames and then join.
I would like to know if there is a tool able to strip out the dummy frames restoring the original fps?
