How to IVTC

i have a video here and it seems to be 23.976 and some of the video is 29.976 so how would i go about fixing the parts that are interlaced

You IVTC in AviSynth using an IVTC filter, ones such as TIVTC or Decomb. However, just from your description it's difficult to say what you have. A short sample showing what you say are the two different framerates might help..
