    I have downloaded a DVDRip, it is really good quality.
    But I wanna burn it to VCD so which program should I use
    to cut/edit the movie to 2 parts?

    I am a total beginner of burning VCDs so help would be fine!

    You can use TMPGEnc's MPEG Tools to do the cutting of your movie, and just about any VCD Authoring program to do the burning, i'd recommand TSCV or VCDEasy.
