If I load 5 MPEG-2 files in VCDImagerGui and
create the bin, then burn with nero or CDRWin, will the SVCD have 5 seperate tracks that I can skip to by using
the |<< & >>| buttons on the DVD player? If so, will the transition between the tracks be smooth or will there be and audio & video glitch or pause? I once used Nero to burn a VCD with 3 MPEG-1 files and the player would pause for about 1-2 seconds when it came to the end of the first track and then it would continue with the second track.

well, this actually depends in part on you player... some allow for very fast transitions, while other need a few secs for seeking and refilling the buffers... oh, btw better try vcdimager easy, since vcdimagergui may have some problems with the ordering of those tracks...
