  1. I am mainly going to use my TV card to record off of my TV and VCR tapes. What is best format to record in to burn it to a VCD with nero. I have a ATI Wonder TV card, Athlon 1.4 with 256 DDR ram and 30+ gig of HD space open.

  2. Try using VirtualDub.

    Capture at 352x480 using HuffYUV as the codec. 30 gigs of HD storage should hold an hour or so of video.

    Apply any filters/enhancements you want to the video, then frameserve it to TMPGEnc to encode to VCD.

  3. After i run it through TMPGEnc does it come out as full screen size when I play it on my DVD player or is it the same size I captured it as?

    It will come out fine provided you have the right aspect ratios selected in TMPGEnc when you encode to VCD (4:3 source & 4:3 stream assuming you're not watching on widescreen TV). The aspect of your capture will also come out correctly provided you play it on a player that deals with non-square pixels (not Windows Media Player)
