I have been able to capture at 29.97FPS at 640x480 and not have any frames dropped. But when I try to play the file back in media player, it skips frames all over the place. Is this hard drive related...if it is, it doesn't make much sence because I've been able to write data at that speed with out a flaw, but it acts like it can't read it at that speed.
Any ideas?

From what I understand, it's the codec. Someone else here said that the codec is excellent for lossless captures, but doesn't play back well. In other words, it's meant for capturing, not for viewing.
Try recompressing into a different format and the choppyness should go away. It worked for me.
