    I'm sure this has been covered before, but I can't seem to find it.
    Am I stuck with what I got if I download a particular movie from
    the NET. Simply put, I've downloaded some movies from the net,
    and the majority of them have been of pretty good quality, but a
    few need some work. Is it possbile to take these AVI's and VCD's
    and put them into a piece of software and clean them up? Like
    maybe brighten them up, put a little noise filter to clear up the
    video. I've gotten a few that have sync problems, and I've ripped
    out the audio and reset it, but are there things you can do with
    the video?

    You can't do much to improve the quality if the source is already heavily compressed, like divx,asf,mpg. You could play around with some filters in virtualdub or tmpgenc(under settings->advanced)...

    Thanks Baldrick for the info. I ran across a filter guide on
    the site, maybe I'll give that a look.

    you can't do a lot of things with that source.
    I suggest to try convert them to interlaced xSVCD with the same resolution/bitrate and also add the filter: Sharpen edge about 74 both.
    That might give you a bit sharpness/colour correction on your TV ('couse our TV sets love interlace output)
