using windows xp sp3
The Logical Disk Management service has stopped working with the message "not registered". We have tried several fixes namely:
system restore
sfc /scannow
several registry cleaners
msconfig
We have another machine identical to this one. Would it be possible to copy files from the identical machine to the one that is broken?

you could try it, i have done that myself and it worked for me. just make a copy of the original anyway just in case.

Make sure clusapi.dll and diskmgmt.msc is located in windows/system32 folder
Also check system policies ... to reset use this ms article
Using registry tools ... never make changes without first backing up the registry hives or risk further failures.
