What software do you use to convert the audio to CBR?

If I get a file someone else made, I usually convert the audio to CBR if it was originally variable bitrate. I almost always do this with bigger files +700Mb, although VBR seems to play okay on the relatively smaller files (<200Mb).

That's my problem. What software do you use to convert the audio to CBR when I have a VBR video? My Philips TV is making my videos get out of sync, possibly because of this VBR thing.
