I have an AVI file which not only goes in and out of sync, but specifically, sounds such as car doors, gunshots, etc. appear in sync, yet the voices are out by maybe 300ms or so. Any ideas? Would SyncView help here?

you can't have it both ways. if some stuff is in sync and others not, it's just a badly done video.

I have downloaded several copies of this movie - from different sources and various sizes, and they all seem to have sync problems - some much worse than others. I believe they all used VBR though. Would it help a bit at least if i were to change the audio to CBR and remux? I'm fairly new at this, so please bear that in mind. thanks

Almost all AVI files (Xvid) files floating around with mp3 audio will be VBR. The bulk of them play and convert to DVD properly.

You could open your AVI in Avidemux. Leave Video at 'copy', under Audio choose AC3. Then File-> Save video. Add .avi to the name you choose. You'll now have CBR audio.
